Only I am not sure we can really be tier 2 if the pub down the road is closed without the option.
At the moment tiers don’t exist. They will start again on 2 December.

Since the tier 2 rules now only permit pubs to serve alcohol ‘with a substantial meal’, I wonder if The Pub will find it worth it to open for the moment

Probably “one that, for normal consumption, involves a plate and at least one item of cutlery”.
I suspect a sandwich becomes substantial if it has a tomato with it, therefore. And comes on a plate.
But they don’t specify whether a meal can have more than one drink with it…
It has the potential to become very theological, very rapidly. “How many chips can dance on the lid of a ketchup bottle?” .
I’ve no doubt Plod will interpret it as they please anyway.
Individual plod will be very open indeed to appeals against them. That’s why laws ought to be better-written than that!
